romanian mobile phone/data subscriptions with payout?

my romanian is not yet the best, so i hope you accept a thread in english..

I am wondering if and where subscription plan offers with a payout are available in Romania. The plans i am looking for are usually also offered with a 2-300 eur substitution for a device. But i have not found a website or shop where i can get a subscription without a device, but a payout instead. I don't need new hardware, but don't want to throw away money and choose for no device, as the subscriptions usually won't be any cheaper then.

Is getting a substituted device and immediately selling it, to get the payout indirectly, the only way to make a good deal or are there easier alternatives?
